In response to the COVID-19 pandemic, President Biden signed an Executive Order (EO) establishing a new Special Enrollment Period (SEP) for the Affordable Care Act (ACA) Marketplace. This SEP will run from February 15 through May 15, 2021. During this time, people will be able to apply for coverage without needing to demonstrate that they have had a qualifying event.
In Colorado, Region VIII’s only State-Based Marketplace (SBM), an SEP will run from February 8 through May 15, 2021, and consumers will not have to demonstrate that they have had a qualifying event.
The 2021 Marketplace Open Enrollment Period (OE8) began on November 1, 2020. For Federally-Facilitated Marketplaces (FFMs) OE8 ran from November 1 to December 15, 2020. State-Based Marketplaces (SBMs) are able to determine the length of their Open Enrollment Periods. In Region VIII, Colorado is the only SBM; their OE8 ran from November 1, 2020, through January 15, 2021, but for coverage that started January 1, applications must have been completed by December 15, 2020. Consumers who experience certain qualifying life events may be able to obtain Marketplace coverage outside of open enrollment through a Special Enrollment Period (SEP). People can apply for Medicaid or the Children’s Health Insurance Program (CHIP) at any time of year.
Health Centers are uniquely positioned to be at the forefront of helping clients to enroll in either SBMs or FFMs as part of the Affordable Care Act (ACA).
