BRIEF DESCRIPTION AND HISTORY OF ICD-10
The International Classification of Diseases (ICD) is the standard diagnostic tool for epidemiology, health management, and clinical purposes under the World Health Organization (WHO). It is used to classify diseases and other health problems recorded on many types of health and vital records. These records provide the basis for compilation of national and international mortality and morbidity statistics by WHO Member States.
ICD, Tenth Edition (ICD-10) was endorsed by the Forty-third World Health Assembly in May 1990 and came into use by WHO Member States beginning in 1994. In August 2014, the U.S. Department of Health and Human Services (HHS) required the transition from ICD-9 to ICD-10 to go into effect on October 1, 2015.

WHY THE U.S. CONVERTED TO ICD-10
ICD-9 was used in the U.S. beginning in 1979 and it employed some terms which were outdated and no longer consistent with current medical practice. ICD-10 expanded the content, scope, and purpose of the system. Transitioning to ICD-10 was intended to streamline health care reimbursement, and reduce the need for clarifying documentation.
DIFFERENCES BETWEEN ICD-9 AND ICD-10
The ICD-10 code sets have fundamental changes in structure and concept that make them different from ICD-9. There were many issues with ICD-9, such as missing current terminology and lack of diagnostic details, which are addressed in ICD-10. WHEN THE ICD-10 TRANSITION HAPPENED
On January 16, 2009, HHS released a final rule mandating that everyone covered by the Health Insurance Portability and Accountability Act (HIPAA) must implement ICD-10 for medical coding. The initial implementation date was set for October 1, 2013, but the date was changed to October 1, 2014, by a ruling issued on August 24, 2012. In April 2014, the Protecting Access to Medicare Act of 2014 was signed which included a provision to extend the deadline for ICD-10 implementation by at least one year. In August 2014, HHS released a final rule stipulating October 1, 2015, as the new mandatory date to transition to ICD-10. The rule also stipulated that ICD-9 was to be used through September 30, 2015.

Health care practices should have transitioned to ICD-10 by October 1, 2015.
